FAQ


The main work of GE Group includes the following:

a. The regulation of pay and allowances of the Gazetted Government servants.

b. Issue of Pay Slips,

c. Authorization of Leave entitlements and Surrender Leave Salary, and

d. Issue of authorizations for Long Term Advances such as HBA for All India Service Officers and MCA to officers on foreign service.

1) Who are the Self Drawing Officers under the A.G's control?

There are no longer any Self Drawing Officers in Karnataka.

2) Who are the Gazetted Officers / Officials under the A.G's control?

G.E Group determines the entitlement to pay and allowances, leave and certain kinds of advances in respect of the following categories of officers:

The Governor of Karnataka and ADC to the Governor
Council of Ministers, Speaker, Deputy Speaker of the Assembly, Chairman, Deputy Chairman of Legislative Council, Leaders of the Opposition in both the Houses and the Chief Whip.
Members of All India Services i.e. IAS, IPS, and IFS
Chairman, Vice-Chairman and Members of the Karnataka Administrative Tribunal.
Lokayukta and Upalokayukta
Chairman of the non-official Commissions or Committees
Group ‘A’ and certain category of Group ‘B’ officers of Karnataka Government. – Gazetted officers belonging to Karnataka Administrative Service and all the departments of Karnataka Government at all levels except officers belonging to the cadre of Lecturers, Police Inspectors and certain other Group ‘B’ categories.
3) What are the entitlements authorised by A.G?

Pay & Allowances, Long Term Advances, Leave salary under Sec 198, Terminal Leave Encashment Benefit, and SLS.

4) What are various occasions necessitating issue of pay slips/authorisation from A.G?

On first appointment
On promotion / time – bound advance

5) What are the documents required to be sent to A.G?

On fresh appointment – Appointment order, certificate of transfer of charge (CTC) with forwarding letter, Service Book (if appointment is from Non-Gazetted cadre to Gazetted cadre), HRA certificate
On promotion – Promotion notification, posting order, CTC with forwarding letter, Service Book and Last Pay Certificate (LPC) (on promotion from Non-Gazetted cadre to Gazetted cadre), HRA certificate
On transfer – Transfer order, CTC with forwarding letter, HRA certificate
On deputation to Foreign Service – Deputation order with terms and conditions of deputation, CTC and LPC
During Foreign Service – Officiating certificate under Rule 53(f) of KCSRs from appointing authority for releasing increment
On posting to Zilla Panchayat – Posting order, CTC with forwarding letter, HRA certificate. In all subsequent correspondence, the name of the parent department of the officer and the pay slip number should invariably be quoted.
On Leave - CTC with forwarding letter, order sanctioning leave
On regulation of increment - CTC with forwarding letter
On suspension – Subsistence Allowance is authorized from the date of suspension / date of CTC for having relinquished charge
On revocation of suspension and reinstatement – Revocation order, posting order, CTC for having assumed charge, order indicating pay and allowances to be paid for suspension period
On re-employment – Re-employment order, CTC with forwarding letter, declaration regarding amount of pension and pension equivalent of gratuity received on retirement
On compulsory wait – Order declaring waiting period as Compulsory Waiting Period (CWP)
On joining field training in case of AIS Officers – Joining reports
On holding additional charge of equal and higher level posts- Order from the competent authority for giving officer additional / independent charge, CTC indicating assumption of additional charge and handing over of charge
On retirement – CTC for handing over charge, LPC
6) When can I get a Duplicate copy of my Pay slip?

If the officer has not received his / her Pay Slip within a month’s time of dispatching the Pay Slip, then the officer may request for a duplicate copy.

7) When can I get Charge Allowance?

On holding additional charge of equal or higher level posts for a period of more than 1 month

8) What are the documents required for crediting Unavailed Joining Time into the Earned Leave account of the officer?

Specific requisition of the officer for crediting Unavailed Joining Time on receipt of both handing over and taking charge CTC

9) What are the various kinds of leave admissible and the leave salary admissible during the leave period?

Combined Leave / Earned Leave – All allowances for the first 120 days and thereafter, without allowances (HRA / CCA)HPL – Half of the basic pay and corresponding DA, full HRA and CCA at rates drawn before proceeding on leave for the first 120 days, and thereafter, without allowances (HRA and CCA)Commuted Leave – debited from HPL account at twice the rate. Full salary and DA with full HRA and CCA at rates drawn before proceeding on leave for the first 120 days, and thereafter, without allowances (HRA and CCA)Extra-ordinary Leave - without pay and DA but full HRA and CCA at rates drawn before proceeding on leave for the first 120 days, and thereafter, without allowances (HRA and CCA)

Maternity Leave – (Female government servants) Can be granted for 135 days during which leave salary equal to pay drawn before proceeding on leave. Full HRA and CCA at rates drawn before proceeding on leave for the first 120 days, and thereafter, without allowances (HRA and CCA)Paternity Leave – Granted to male government servants during the confinement of his wife for 15 days with leave salary equal to pay drawn before proceeding on leave

10) Am I eligible for ESI allowance during Leave?

No.

11) If I am on leave on the date for which I am eligible for an increment, does my increment get postponed?

A Government servant on leave is entitled to leave salary, which is equal to pay drawn immediately before proceeding on leave. Hence, the monetary benefit of the increment is given from the date following the date of expiry of leave.

12) What are the documents to be sent to A.G. for prompt admittance of pensionary benefits for officers whose service particulars we maintain?

Pension proposals should be sent to this office before one year of retirement.
Pension Form No. 7 (one-New Form)
Declaration form for commutation of pension
Specimen signature attested by the Head of office (duplicate)
Photo of the employee along with the spouse (3 copies), duly attested by the Head of Office.
Identification marks attested by the Head of Office
Service Book
Security Bond in Form 9 for recovery, if any, pending to be adjusted
13) What are HRA rules at present?

HRA is admissible as per rules except in the following cases – ý If the government servant certifies that his / her spouse has been provided with rent free or rented accommodation in the same station, no HRA is admissible. If the accommodation is in a different station, full HRA is allowed.

No HRA is admissible if an officer is entitled to –ý Rent free accommodation, or toý Designated quarters and he declares that he is not occupying the same

It should be noted that in cases where the spouse is also employed in the same station, and HRA is admissible as per rules then HRA need not be restricted to amount admissible on basic pay of Rs. 6900 / - w.e.f 1-4-03.

14) What documents should officers on Foreign Service furnish to the AG on repatriation to parent cadre?

The service particulars, leave details, and LPC to be sent to AG for maintaining History of Service
