Course on Government Finance and Public Sector Debt Statistics held in Bengaluru from 8 th April 2019 to 10 th April 2019



Office of the Accountant General (A&E), Karnataka and Regional Training Centre, Bengaluru in collaboration with International Monetary Fund, Institute for Capacity Development South Asia Regional Training and Technical Assistance Centre and under the supervision of Government Accounts Wing of Headquarters office organised the training programme on Government Finance and Public Sector Debt Statistics in Bengaluru from 8th April to 10th April 2019. Participants included 35 Group ‘B’ Officers from the Offices of Accountants General (A&E)-I Maharashtra, Odisha, Chattisgarh and Karnataka.

On 8th April, Ms. Anita Pattanayak Deputy CAG (GA and GASAB) inaugurated the training programme. In her inaugural address she emphasised on Asset Accounting in Government Departments including Public Works Department. Further, she mentioned the quality and timeliness of preparation of Finance and Appropriation accounts, proper monitoring of receipt of NDC bills, Utilization certificates, reconciliation of receipt and expenditure figures and closure of inoperative Personal Deposit Accounts.

The faculty of the course Mr. Brooks Robinson and Dr. Mike Seiferling briefly explained the course content. The topics included Why the GFSM 2014 Framework?, Institutional Units and Sectorization, Stocks, Flows, and Accounting Rules, “Revenue” with an Accompanying IMF Classification Assistant, “Expenditure” with an Accompanying IMF Classification Assistant, “Balance Sheets” with an Accompanying IMF Classification Assistant, Exercise on Preparing a GFSM 2014 Statement of Operations, “Debt – Definition, Accounting Rules, Contingent Liabilities, Debt Reorganization, and Reporting” and Interactive Session on Completing the IMF’s Classification Assistant Tool.

On 10th April, Ms. Divya Malhotra, Director General (GA) interacted with the participants and explained the reason for organising this course. Shri. R. Naresh, Accountant General (A&E), Karnataka delivered the valediction address and distributed certificates to participants.
