us History
The office was re-organised in Februray 1981 on departmental
basis into two units, each under an Accountant General - Accountant
General I and Accountant General II. These offices were bifurcated
in March 1984 into two distinct offices with separate cadres
to deal with audit and accounting functions.
Evolution of IA & AD
Indian Audit and Accounts Department is headed by the
Comptroller and Auditor General of India (C&AG). The office
of the Accountant General (Accounts & Entitlement), Karnataka
came into existence with effect from 01.03.1984 consequent
on the restructuring of the erstwhile offices of the Accountants
General in each state as independent offices of Accountant General
(A&E) and Accountant General (Audit).
This office discharges its functions on behalf of the
Comptroller and Auditor General of India.
Organisation
The Accountant General directs, monitors and controls
the activities of the various branches of the office. Smt.

Accountant General
(A&E)
is entrusted with the Accounting
and Entitlement function of the State Government.
The total effective strength of the office as on
01-11-2007 stands at 1164, comprising 6 IA & AS

The
Accountant General is in overall charge of the office
who is
assisted by 2 Senior Deputy Accountants General and 3 Deputy
Accountants General which are in charge of each functional groups.
DAG (Admn) with twelve sections under his charge
is in direct charge of administration.
Sr. DAG (Accounts and VLC) with 39 sections under her
supervisory charge is responsible among other things
for compilation and consolidation of monthly accounts,
preparation of monthly
civil accounts of the state, preparation of finance
accounts, appropriation accounts, maintenance of accounts
relating to HBA sanctioned upto 31.8.89 and MCA,
Inspection of Treasury accounts and computerisation
of accounting functions of the office (VLC).
Sr. DAG
(Funds) with 27 sections under his charge is responsible for
the maintenance of PF accounts of the State Government employees,
All India Service officers of Karnataka Cadre and Judges.
DAG
(GE) with 21 sections under his charge is responsible for
regulations of Pay and Allowances of
Gazetted Officers, maintenance of their leave accounts.
DAG
(Pension) with 22 sections under his supervisory charge is
responsible for the verification of pension claims and issue
of authorizations there of to state Government Employees including
employees of aided institutions, allocated employees of Universities,
authorization of Honorarium to Freedom Fighters, Artists,
Journalists etc.

Functions
The Accountant General (A&E) is responsible for:
Þ
Compilation and Consolidation of Monthly accounts
of expenditure and receipts on the basis of vouchers and schedules received from various treasuries,
Government Commercial Undertakings, Public Works Divisions
and Forest Divisions of the State and compiled accounts received
from Departmental Officers vested with cheque drawing powers.
Þ
Preparation of monthly Civil Accounts of the
State and their rendition to the State Government.
Þ
Preparation of the Annual Accounts viz., Finance
Accounts, Appropriation Accounts and Accounts at a Glance
and monthly Appropriation Accounts of the State Government
and furnishing material for Central Finance Accounts to the
Controller General of Accounts.
Þ
Maintenance of Provident Fund accounts of State
Government Employees, All India Service Officers (Karnataka
Cadre) and Judges;
Þ Regulation of Pay
and Allowances of Gazetted Officers, maintenance of their
leave accounts;

Verification of Pension Claims and issue of authorisations
thereof, to State Government Employees including employees

Administration
The Office of the Accountant General
(A&E)
has a sanctioned strength of 1366 officials
and a working strength of 1164 officials, as on November 2007. Administrative wing of the Office
essentially deals with administrative matters of the office,
which includes appointments, promotions, transfers, postings,
purchases, personal claims of the officials like Salary, Travelling
Allowance, GPF, etc.
The office has a Welfare
Section, headed by a Welfare Officer, assisted by a Welfare
Assistant. The
general welfare of the employees including medical needs,
cleanliness of the Office, etc. is taken care of by this section. A crèche is also being run
in the office premises for the benefit of employees.
Important Cooperatives in
the Office :
1. The AG Office
Employees Cooperative Bank Limited.
Started in 1954, membership
of this Bank is restricted to employees of the Accountant
General’s Office, Karnataka, Bangalore. Following are some
of the significant features of the Bank.

The Bank has deposits of around 38 crores as on
31-03-2007.
-
Loans have been granted to the extent of Rs. 27 crores
as on 31-03-2007.
-
Different kinds of loans such as Personal Loans (upto
Rs. 3.0 lakhs), House Building Loan upto Rs.12.50 lakhs), Educational
Loan (Rs. 1,00,000) per member, Car Loan (upto Rs. 2.50 lakhs)
are being provided.

Children of members, who have excelled in their studies
are being honoured since 1996.

Welfare Schemes of the Bank:
- DRF: In the event of the death of a member, an amount
of Rs. 1,75,000 is paid to the family of the deceased
- MRF: Medical Relief up to Rs. 30,000 is paid to a
member for medical treatment.
- Deposits from outsiders are also accepted at very
attractive rates of interest.
2. Accountant General’s Office Recreation club
The Accountant General’s Office Recreation Club
provides recreational facilities for the benefit of officials working in
the offices of the Principal Accountant General (C&CA), Accountant General
(A&E), Accountant
General (WF&RA). Plays, literary and music and
dance programmes are arranged regularly for the officials. The Club also provides facilities
for playing Tennis, Shuttle, Table Tennis, Gymnastics, etc.
3. Accountant General’s Office Departmental Canteen
The Accountant
General’s Office Departmental Canteen caters to the needs
of 3000 officials working in the Indian Audit and Accounts
Department in Bangalore.
Equipped with modern kitchen gadgets, the Canteen prepares
delicious food in a hygienic environment.
The staff strength of the Canteen is 25.
