Introduction

The Office of the Accountant General (Audit – I), Karnataka, was formed on 01.03.1984 consequent on the restructuring of the Indian Audit and Accounts Department.  The Office of the Accountant General (Audit – I), which was headed by the officers of the rank of Principal Accountant General w.e.f. 15.04.1997 was upgraded to Office of the Principal Accountant General (Audit – I) w.e.f. 30.12.2002.  This is one of the field offices of the Indian Audit and Accounts Department headed by the Comptroller and Auditor General of India whose duties, powers and conditions of service are prescribed by the Act of Parliament passed in 1971.The Office has been renamed as the “Office of the Principal Accountant General (Civil & Commercial Audit), Karnataka" with effect from 30th September 2004.

 Audit Duties

 The following statutory Audit duties are entrusted to the Principal Accountant General (C&CA).

Þ            Audit of expenditure of the State Government except the Public Works and Forest Departments

Þ             Audit of State Government Companies, Corporations, Departmental Commercial Undertakings and Autonomous bodies

Þ             Audit of expenditure of some Central Departments and Offices of the Union Government and Autonomous bodies located in Karnataka which have been assigned to this Office

Þ             Preparation of Audit Reports on the Civil Departments and Public Sector Undertakings of the Government of Karnataka including Departmental Commercial Undertakings

 Audit of expenditure of Public Works Department and Forest Department and audit of Revenue Receipts of the State as well as of the Union Government in Karnataka are under the charge of the Accountant General (W, F & RA), Karnataka.

 Organisational Structure

 The main office of the Principal Accountant General (C & CA) is situated in the New Building, Devaraja Urs Road, Near Vidhana Soudha, Bangalore – 560 001.  a Branch Office is under the supervision of the Sr.Deputy Accountant General (LB-A&A) situated at College Road, Dharwad. The Senior Deputy Accountant General (Admn) has been nominated as the Public Information Officer, as required under the provisions of the Right to Information Act, 2005. 

The functional wings of this Office are:

 Outside Audit Wing (Civil) – Outside audit Wing (Civil) which is further divided into Inspection Civil and OAD (LB-A&A) deals with the audit of expenditure of State Government except that of the Public Works and Forest Departments, audit of expenditure of Departments and offices of the Union Government and audit of autonomous bodies located within the jurisdiction of this Office.

Outside Audit Wing (LB-A&A) deals with the audit of the 27 Zilla Panchayats existing in the State.

 Commercial Audit Wing – The Companies Audit Wing deals with the audit of Government Companies, Corporations and Departmental Commercial Undertakings of the State Government.

 Administration – The Administration Wing deals with the administration of the Office. 

Central Audit – The Central Audit sections are supporting sections for OAD (Civil) and they audit the vouchers received from the office of the Accountant General (A&E) and issue Audit Certificates for Centrally Assisted schemes and World Bank Aided Projects.  Central audit Wing is under the direct charge of the Senior Deputy Accountant General (LB-A&A).
